"El boicot académico y cultural y los llamados a desinversiones y sanciones son la antítesis de los principios de libertad académica y científica, la antítesis de los principios de la libertad de expresión y de investigación y bien pueden constituir una discriminación en virtud de su origen nacional. En vez de fomentar la paz, es probable que sea contraproducente para la dinámica de la reconciliación que conduzca a la paz. "
